IRRIGATION PROFILE OF VIZAYANAGARAM DISTRICT

INTRODUCTION

Vizianagaram is the main city of the Vizianagaram District of North Eastern Andhra Pradesh in Southern India. Vizianagaram district was formed on 1 June 1979, with some parts carved from the neighbouring districts of Srikakulam and Visakhapatnam. It is, at present, the largest municipality of Andhra Pradesh in terms of population. It is located about 18 km inland from the Bay of Bengal, and 52 km northeast of Visakhapatnam.

Vizianagaram District lies between latitude 17°-15'-00" to 19°-15'-00" and longitude 83°00' 00" to 83° 45' 00". The maximum length of North South is 129 Kms and East West is above 64 Kms. The boundaries of the District are Bay of Bengal and Srikakulam District on East, Orissa state and Visakhapatnam District on West, Orissa state on North and Visakhapatnam District on South. The population of the District is 23, 44,474 persons according to the 2011 census.

The District head quarters Vizianagaram is situated at about 50 Km from Visakhapatnam which is on Howrah - Chennai Railway line.

The major River basins in the District are Nagavali, Champavathi, Gosthani and Kandivalusagedda and Tributries of Nagavali are Vottigedda, Jhanjhavathi, Gomukhi, Suvarnamukhi & Vegavathi.

The total utilization of Ground water is 17,022 Ham against the total ground water potential of 90,045 Ham available. The stage of development of the ground water is 19% and safe. There are about 22,180 No of Open wells, 16,207 Nos of Bore wells and 3,105 Filter point wells in the District. Under Open wells 65,330 acres and under Bore wells & Filter points 75,170 acres is being cultivated in the District.

1. Thotapalli Regulator (Old):
Preamble

The existing Thotapalli Regulator is the first diversion work on Nagavali River constructed in 1908 in Andhra Pradesh territory, most of the catchment area (Total Catchment area 4455 sq.km) of the river is on Orissa State. The Nagavali River originates in Eastern Ghats in Orissa state in "Payakapadu" village in Kalahancii Koraput District. The Nagavali River after traversing a length of 125 Kms in Orisa state enters in Andhra Pradesh near "CHEDEPALEM" (Village) of Komarada Mandal of Vizianagaram District and flows further 24 Kms upto existing Thotapalli Regulator and from there onwards travels south eastern direction and Joins in Bay of Bengal near "DIBBAPALEM" Village in Srikakulam District. The existing ayacut of 25,900 HA (64,000 AC) i.e. 8,715 Ac in 3 Mandals of Vizianagaram District and 55,285 Ac in 4 Mandals of Srikakulam District.The Nagavalli basin mostly in hilly and the rainfall in the catchment is erratic with high peeks of Discharge occurs in mansoon season.

1. Thotapalli Barrage Project
Preamble

Thotapalli Barrage Project is a Major Irrigation Project proposed across Nagavali River near Thotapalli (V), Garugubilli (M) of Vizianagaram District, 500 Mts up stream of existing Thotapalli Regulator to irrigate an aycut of 1,84,000 Acres in Vizianagaram and Srikakulam Districts (including stabilization of 64,000 Acres of wet ayacut under existing Thotapalli Regulator, (Existing ayacut 8715Acres, New Ayacut 77055Acres in Vizianagaram District) constructed during 1905-08, and other open head channels downstream). Besides this, the scheme provides for drinking water and industrial water facility to the villages en route 107 KM long Right Main Canal.

The Government of Andhra Pradesh has accorded Admn Approval for the Project vide G.O. Ms. No. 114 Dt. 31-7-2003 for Rs. 450.23 Crores.

The following 12Mandals in this District will be benefited by this Project. 1. Sithanagaram, 2.Bobbili, 3. Badangi, 4. Balijipeta,5. Terlam , 6.Cheepurupalli, 7. Garividi, 8.Nellimarla, 9. Gurla, 10. Pusapati Rega, 11.Jiyyammavalsa,12. Garugubilli.

Irrigation Potential

The Project is intended to supply waters to ayacut of 1,84,000 Acres including stabilization of 64,000 Acres of ayacut existing under Thotapalli Regulator and other open head channels.

The total yield available from catchment area at site is 32 TMC and the yield proportionally allocated to Andhra Pradesh state as per Inter State agreement dated: 15.12.1978 is 16.00TMC. The

2. Vottigedda Reservoir
Preamble

The Vottigedda Project is a Medium Irrigation Project constructed across Votigedda River near Rawada Village, G.M.Valasa Mandal of Vizianagaram District. The location of the scheme corresponds to longitude 83° 36' 15" E and latitude 18° 50' 25" N. Water for irrigation comes from Vottigedda river which was tributaries to Nagavali River in Northern part of Andhra Pradesh, viz., Vizianagaram District rivers. Water is stored in the Vottigedda reservoir with a gross capacity of 27.13 TMC and a net capacity of 25.15 TMC.

Scope of the project

The Project is contemplated for providing irrigation facilities to an extent of 16,670 acres covering 38 villages. The canal system consists of 2 main channels that is Right Main Canal covering 13,310 acres in between Vottigedda River and Nagavali River and Eastern Ghats in G.M.Valasa mandal and Kurupam mandal and Garubilli mandal. The left main canal covering an ayacut of 4,054 acres in between Vottigedda river and eastern ghats from Ravada to G.M.Valasa village.

4. Thatipudi Reservoir
Preamble

Thatipudi Reservoir is located across Gosthani River Near Thatipudi Village of Gantyada Mandal in Vizianagaram District. The Reservoir envisages 1)Stabilizing the existing ayacut of 13,861 Acres (5611.7 Hect)and 2) Providing drinking water supply to Visakhapatnam Municipal Corporation at the rate of 11 Mgd. As per the in G.O.Ms.No.353, dated 18-3-1963, the cost of construction of Thatipudi was borne by Municipal Corporation, Visakhapatnam. The annual maintenance of project is being done by this Department with the amount annually released by Visakhapatnam Municipal Corporation and with the grant of this Department.

The registered ayacut under the Project 15366 Acres (6218 Hectors) out of which 5659 Acres (2290 Hect) is fed by Anicut and Groynes located lower down within the ayacut area duly linked with channel system of the Reservoir. The balance of 9707 Acres.(3928 Hects) is fed under various direct channel systems.

The Department is responsible in monitoring the reservoir water levels, till the water level in the Reservoir falls down to +268.00 from the FRL of +297.00'. However the release of water below +268 and upto +251.0 (lower level of sill of Irrigation sluice shall be controlled by a Committee comprising the Superintending Engineer, Irrigation Circle, Visakhapatnam, District Collector, Vizianagaram and Commissioner, Visakhapatnam Municipal Corporation and Superintending Engineer, Public Health, Visakhapatnam to decide the priorities among Irrigation and drinking water supply at that juncture.

The annual requirement of drinking water supply is 642.67 Mcft, and irrigation demand that of 1817.64 Mcft. The live capacity of the Reservoir is 3175 Mcft.

For modernisation of the system an estimate for Rs.2492.00 Lakhs was sanctioned under JICA Programme. At present 47% of work is completed and balance work is in Progress.

Preamble

Andra Reservoir is a Medium Irrigation Project across Champavathi river near Andra village in Mentada Mandal to Irrigate an ayacut of 9426 Acres with stabilization of existing precarious wet ayacut of 6926 acres and an additional new ayacut of 2500 acres dry. The estimate for the Project was sanctioned for Rs.540.14 Lakhs including direct & Indirect charges vide G.O.Ms.No.451, dt.2.1119.82. The Andra Reservoir Project was completed during the year 1998.

Left Main Canal:

Left Main canal runs for a length of 6.10Km and let into the Paramma Veeramma tank continuous to old channel system of Metnada channel system, which serve an ayacut of 4000 Acres in 9 Villages.

Right Main Canal:

Right Main canals runs for a length of 2.88Km and let into the Kirlavani tank in Mentada Mandal limits and continuous old channel systems of Pittada0Konisa channel system and Mentada-Nelivada channel system, which serve an ayacut of 4,859 acres in 13 villages.

High Level Canal:

High level canal sanctioned during year 2002 under Andra Reservoir Project for an additional ayacut of 4100 acres lying in 17 villages. High level canal 0/0 to 1.765Km off-take from left main canal@Km 3.590 of Andra Reservoir Project. It consists CM&CD works are completed and the water let into Kunetigedda at U/s of Ippalavalasa anicut. Two diversion weirs one at Jayathi(V) and another one at Amarayavalasa(V) are constructed on Kunetigedda and to supply of water to near by tanks are almost completed.

JICA Programme(Phase III):

Due to deferred maintenance and unprecedented floods over the years the entire canal system has been damaged badly. All the CM&CD Works constructed in the long back under open head channel system. Modernization of canal system was proposed with JICA loan assistance and proposals for fixing up SID agencies were submitted to the ENC, Medium Irrigation, Hyderabad vide SE/IC/VSP Lr.No.208ENC, dt.18.6.2012 for approval.

Preamble

The Denkada Anicut was constructed across Champavathi River, Near Saripalli Village in Nellimarla Mandal Vizianagaram District.

Initially there was an Ex-Zamindari Anicut constructed in the year 1848 by Vizianagaram Estate to irrigate an extent of 5,153 Acres(2086 Ha). It was washed off during 1958 due to heavy floods. The existing anicut was taken up during 1959 and commissioned during 1968 i.e., in the III Five year plan with an amount of 39.00 Lakhs.

The total ayacut developed under Denkada Anicut after formation of W.U.As is 5203 Acres (2106 Ha) which lies in Denkada and Bhogapuram Mandals The villages that are being benefited with extents of Ayacut is as fallows.

7. Peddagedda Reservoir Project
Preamble

Peddagedda Reservoir project is a Medium Irrigation Project Proposed across Peddagedda (also called Vegavathi on its downstream), a tributary to River Suvarnamukhi, which itself is a tributary to River Nagavali to irrigate an ayacut of 12,000 Acres in Pachipenta, Salur and R.B.Puram mandals of Vizianagaram District (including stabilization of 4,500 acres under existing Vegavathi Anicut System). Besides this, the scheme provides for drinking water facility to the villages en route the canal.

The Government of Andhra Pradesh have accorded Administrative Approval for the Project vide G.O.Ms No.91, Dt: 19.06.2003 for Rs.2652 Lakhs and vide G.O.Ms No.05, dt: 11.01.2005 for Rs.4667 Lakhs.

Ayacut in Pachipenta, Salur and R.B.Puram Mandals of Vizianagaram District will be benefited by this Project.

8. Janjhavathi Reservoir Project
Preamble

Janjhavathi Reservoir Project is an ongoing Medium Irrigation project proposed across Janjhavathi , an interstate River near Rajyalakshmipuram (v), Komarada (M) of Vizianagaram District. This project is intended to irrigate an ayacut of 24,640 acres benefiting 75 Villages in 5 Mandals i.e., 1. Komarada, 2. Parvatipuram, 3. Garugubilli, 4. Seethanagaram and 5. Makkuva. The scheme was started in the year 1976 with an estimated cost of Rs. 15.51 Crores. Accordingly the works of main components of the project such as Earth dam, canal, Head Sluice, Spillway Regulator etc., have been taken up.

As per Interstate agreement between Chief Ministers of both states on 25-12-78, it was decided to utilize the total available yield of 8 TMc on 50:50 basis i.e., 4 TMC and it was resolved during interstate meeting conducted on 27-07-80 that pending joint survey about submergence area it was agreed that the Government of A.P. could go ahead with the work without closing the gap portion.

This scheme is also included in the prioritized projects and proposed to be completed in 2 years on fast track basis.

Irrigation Potential

This project is intended to stablise the ayacut of 5,405 Acres apart irrigating new ayacut of 19,235 Acres totaling 24,640 Acres

Components

The componets of the Project are

1. Head works i.e., Spillway Regulator, Non Over Flow dam, 3.15 km long R/s Earth bund, 0.84 km long L/s Earth bund, 0.08 km long Dyke, Head sluice with 3 vents of 1.20m x 2.00M for discharge of 450 Cusecs etc.,

2. Canals i.e., low level canal of a length 27.15 Km, 1R Distributary of length 27.50 km and link canal of 3.60 Kms.

Status
A) Head Works

i) Spillway Regulator upto El+137.20M was completed.

ii) NOF Dam was completed except river gap portion for a length of 60 M, where Rubber dam was installed

iii) Earth dam is completed except 80M length of Dyke portion on L/s and 60M gap near head sluice on R/s .

iv) Rubber dam of length 60 M was installed in the River gap portion on NOF dam and it was dedicated by the Hon'™ble Chief Minister Dr Y.S.Raja Sekhara Reddy on 1-1-2006.

Balance works( Package-I) are entrusted to M/s Siddardha Constructions Pvt. Limited and Swapna constructions (J.V) under EPC turnkey system for an amount of Rs. 20,79,00,000(1.3649 % Excess) and the works are in progress.

B) Canals

i) Low level canal was completed upto 15.45 Km including CM&CD works .

ii) 1R Distributary from 0/0 to 6 Km was also taken up.

iii) Link canal (connecting NOF dam to Low Level canal) for a length of 3.60 km was completed and water was released to an extent of 9,000 acres on trial basis on 16-9-2005.

Balance works( Package II) are entrusted to M/s R.N.Shetty G.S.R (J.V) under EPC turnkey system for an amount of Rs.36,60,00,000 (2.1916% less) and the works are in progress.

The project is programmed to be completed by 02-03-2007

Land Acquisition

An extent of 295 acres land is acquired for canals against requirement of 1,011 acres. For head works, an extent of 1,070 acres was acquired in A.P. territory and 1,175 acres of land in Orissa territory is to be acquired . Further Land acquisition proposals are under progress.

9. Taraka Rama Thirtha Sagaram Reservoir Project
Preamble

The project is proposed across Champavathi river to irrigate an extent of 24,710 acres of ayacut including stabilization of 8172 acres of existing wet ayacut under Kumili channel system. The work was entrusted to M/s CR 18G-BSCPL (JV) vide agt. No.1 SE/2005-06, dt:24-5-2007 for Rs.181.50 Crores. The project will benefit for 49 villages of 3 Mandals i.e. Poosapatirega, Denkada and Bhogapuram of Vizianagaram District. Besides this, the scheme provides drinking water facility to the enroute villages of the canals with 0.162 TMC of water and provides drinking water facility to the Vizianagaram municipality with 0.48 TMC of water from dead storage of reservoir and proposed separate link canal in Right Main Canal at suitable location to provide water supply to the existing ayacut of 5,203 acres under Denkada Anicut System.

As per the Government instructions issued vide its Memo No 1303/M&MI CA-1(2)/2013 dated 30-05-2013, a portion of work costing Rs. 51.30 Crores i.e. from 2.200 to KM 5.749 of main earth dam and Dyke-1 from KM 0.00 to KM 0.890 with its allied works deleted from the original agency with mutual consent and supplemental agreement was concluded by the SE, TTPR Circle, Vizianagaram vide supplemental agreement No. 1SE dated 03-06-2013 for Rs.130.20 Cr. As per the instructions of higher authorities, for the deleted portion of work, tenders were called for and the work was entrusted to M/s SCL Infratech Ltd., Hyderabad under package-21A of EPC turnkey system vide Agreement No.1SE Dt.18-10-2013 for Rs.172.23 Crores with an agreement period of 18 Months i.e., up to 17-04-2015. Proposals has been sent to Government for Revised Administrative Approval for Rs.475.00 Cr.

1. So far 36% of work was completed and the balance works are in progress. Total expenditure on this project so far is Rs 171.143 Cr. (Rs 108.770 Cr for Works, Rs. 46.762 Cr for LA and Rs.15.631 Cr for Others) to the end of June-2015. The project is funded by AIBP.

2. An extent of 3,600 Ac (tentative) is required for this project. So far 3256.39 acres of land was requisitioned and 3002.95 Acres of land was acquired.

3. Three villages namely (1) Koradapeta (2) A.T.Agraharam (3) Padalapeta H/o A.T.Agraharam of Nellimarla (M) were declared for R&R by the Government. Valuation of structures is in progress. Socio economic survey is to be conducted by the Revenue authorities.

Bottle necks

1. Forest Clearence: For Tunnel portion From KM 9.438 to KM 10.910 About 10.92 Acres of Land in Reserve Forest is required for Diversion Canal. The revised requisition (Fresh Proposals as desired by the Forest authorities) has been sent to Forest Department for denotification of this land.

2. Railway Crossing: Designs and Estimate of Railway Crossing @ CH 6.910 Km on Diversion Canal was finalised and recently Rs. 15.48 Cr have been deposited to Railway department towards Wayleave Charges and Estimate Cost for Construction of Railway crossing.
