IRRIGATION PROFILE OF VISAKHAPATNAM DISTRICT

INTRODUCTION

The District has a population of 42.88 lakhs (census 2011). The plains division is watered and drained by Sarada, Varaha and Thandava Rivers and rivulets Meghadrigedda and Gambheeramgedda.

Irrigation Circle, Visakhapatnam, is in charge of maintenance of Minor and Medium irrigation sources under Sarada, Varaha, Sarpa, Thandava and Gosthani Rivers in 31 Mandals expect agency area in Visakhapatnam District. The boundaries of this district are Bay of Bengal in the East, East Godavari district in the South, Orissa State in the West and North directions. The population of district is 42.88 Lakhs as per the 2011 Census.

Rivers:

Sharada, Varaha, Thandava, Machkand, Champavathi and Gostnani. Geographic coordinates of district- Latitude -18° 7' N Longitude - 83° 25' N and Altitude-73m

Major Places:

Visakhapatnam, Anakapalli, Bheemunipatnam and Narsipatnam. Forest occupies 42% of the district area. Forest yields quality Timber and Bamboo useful in Paper Industry. State Forest Department planted Cashew nut trees and Eucalyptus trees throughout the district. Coffee Estates are picking up their produce each year of progress. Titanium's ores, Magnalyte and Bauxite ores, quality Clays, Mica, and Graphite are the minerals found in this soil. Visakhapatnam is also oftenly called as the Metropolitan City of Andhra Pradesh has developed a lot since last decade. Major Industries are setup in the district especially in the Head quarters because of the Seaport. India's First Shipping Yard - Hindustan Shipyard, Visakhapatnam Steel Plant, producing quality steel are the major industries found. Visakhapatnam Port - which is called as the Natural Harbor because of the Natural formation of the mountain peaks of the shape of Dolphin Nose emerging from the sea, making this Port an unique one. Visakhapatnam is also called as Waltair or Vizag. Polavaram Project on the River Godavari is the Irrigation source to these lands. Visakhapatnam Thermal Power project is the Power source to the State as well as to the neighboring states. Upper Seleru Hydro Power Project producing electricity at less expensive rates is another feather in the Cap to this Industrious district. Electricity needs of the district are fulfilled by Hydro Power project on Machkand River

Preamble:

Sri Raja Sagi Suryanarayana Raju Thandava Reservoir Project is constructed across River Thandava (Bodderu) during 1965 to 1975 with Latitude 17°-45'-50'' North & Longitude 82°-15'-20'' East to provide Irrigation facilities to an ayacut of 51465 Acres. Out of which 32689 Acres covered in 3 mandals namely Nathavaram, Narsipatnam & Kotauratla in Visakhapatnam District and 18776 Acres in 3 mandals namely Kotananduru, Tuni & Rowthulapudi of East Godavari Districts.The project is Situated near G.K.Gudem (v) near Golugonda (M) of Visakhapatnam District and is about 28 Km from Narsipatnam Municipality.

A. Sri Varada narayana Murthy Raiwada Reservoir Project:-
Preamble:

The project was constructed across Sarada River near Raiwada village in Devarapalli Mandal of Visakhapatnam District. The reservoir is situated at a distance of 3 KM from Devarapalli and at about 25 KM from Kothavalasa by road way.The river Sarada originates in Ananthagiri hills of Eastern Ghats of Andhra Pradesh. It flows through the villages of Devarapalli, Chodavaram, Anakapalli, Kasimkota, Yellamanchili and Rambilli Mandals and joins in Bay of Bengal.. The project was completed in the year 1982 and serves an ayacut of 15344 Acres in Visakhapatnam District.

Preamble:

The Project was constructed across River Bodderu (Tributary of SARADA River) near Konam Village in Chedikada Mandal of Visakhapatnam District. The Project is 40Kms from Anakapalli Road. This Reservoir was designed to irrigate an ayacut of 12,638 Acres of 39 Villages in Chedikada, Madugula, Devarapalli, Butchayyapeta, Chodavaram Mandals of Visakhapatnam District. This Project was started in 1977 and completed in 1980 with an expenditure of Rs.469 Lakhs

Konam Reservoir Project
3. Sri Tenneti Viswanadham Pedderu Reservoir Project
Preamble:

Sri Tenneti Viswanadham Pedderu Reservoir Project is a Medium Irrigation Reservoir Project on Peddeeru river, a tributary to river Sarada, formed near Ravipalem (V) in Madugula (M) of Visakhapatnam District. The contemplated ayacut under this scheme is 19,322 acres. The scheme was taken up and completed with the NABARD Assistance. The total number of villages benefited under this reservoir scheme is 62 villages spread in 3 Mandals namely Madugula, Ravikamatham and Butchiahpeta of Visakhapatnam District. Irrigation potential created fully during Khariff 2007.

The Project was dedicated to the Nation by the honourable Chief Minister of Andhra Pradesh Dr.Sri Y.S.Rajasekhara Reddy on 10-09-2006 to an extent of 13,334 acres and water to Khariff, 2007 to the balance ayacut was released by the Hon'ble Minister for Major and Medium Irrigation Sri Ponnala Lakshmaiah on 07-09-2007.

The Varaha Reservoir Project also called Kalyanapulova Reservoir Project and now renamed as Sri GudivadaGurunadha Rao Varaha Reservoir Project (vide G.O.Ms No.39, Dt.24.02.2007) was constructed across Sarpa River, a major tributary of Varaha River at Cheemalapadu village of Ravikamathammandal in Visakhapatnam District. The Reservoir is situated at a distance of 27 KM from Narsipatnam. The project was commenced in the year 1965-1966 and completed in the year 1975-1976 and serves an ayacut of 4484 acres.

The ayacut served through GabbadaAnicut which was constructed across Varaha River. The Gabbada channel head sluice is taking off on upstream side of Gabbadaanicut to serve the ayacut of Ravanapalli Reservoir.

    ONGOING MAJOR IRRIGATION PROJECTS
    1. MAJOR IRRIGATION PROJECTS:
    a. Modernization of Sri Raja Sagi Suryanarayana Raju Thandava Reservoir Project
    I.P Contemplated - Modernization work (meant for stabilization of the existing work.)
    I.P Created - Modernization work

    i) Improvements and modernization of Two Main Canals i.e., RMC & LMC and its 7 Majors of Thandava Reservoir Project was Administratively sanctioned for Rs.55 Cr vide G.O.Ms No.61, Dated 20-5-2005. The estimate was technically sanctioned for Rs.55 Cr vide CEI No.2/2006-07 Dated 9-5-2006. The work was entrusted to M/s G.Venkata Reddy & Co, Hyderabad (Now Max Infra (I) Ltd, Hyderabad) with 54.88 Cr Vide agmt No. 12SE/2006-07, Dated 9-3-2007 to complete the work in 30 Months. Revised sanction for Rs.65.62 Cr was accorded by ENC, Hyd on 01-06-2011. The Agency could not complete the work within the Agmt Period. Subsequently EOTs were granted from time to time. Now, the present EOT is lapsed by 31-5-2014. Further EOT upto 30-6-2015 are under process. Expenditure incurred on works so far is Rs.46.10 Cr, Price Adj is Rs. 3.90 Cr and on LS is 0.22 Cr. Total exp is Rs.50.22 Cr. So far 86% work is completed.

    ii) Hud-Hud CDR Works: During the Hud-Hud Cyclone occurred in October 2014, 40 Nos of works were damaged and the estimates for Rs.214.90 Lakhs were administratively sanctioned and works are to be grounded (Kotananduru (M) 14 No.s 87.40L, Nathavaram (M) 23 No.s 121.50L ans Narsipatnam (M) 3 No.s 6L)

    iii) JICA programme: one work is proposed to improve the Minors on Main canals and Major distributaries to an amount of Rs. 72.56 crores. For SID operations to prepare the DPR with JICA guidelines. The proposals have been submitted to the ENC Major Irrigation to accord permission and for entrust SID operation work through outsourcing Agency.

    b. Control Measures To Visakhapatnam Airport
    I.P Contemplated - Project is intended to protect Visakhapatnam Airport from the flooding of surplus waters of Konagedda and Mehadrigedda

    Budget Allocation for 2014-15 - Rs.38.00 Crores to be borne by VUDA and Rs.38.00 Crores from Irrigation Budget as per G.O.Ms.No.221 dt.20-11-2008.

    Status:

    The work is taken up to avoid flooding of airport from surplus water of Meghadrigedda reservoir and Kondagedda a local stream. 70% of work was completed and balance work is in progress

    c. Polavaram Irrigation Project

    ISLMC Package No. 6 at Chainage Km 116.230 to Km 116.529 in Namavaram village, Payakaraopeta Mandal, Visakhapatnam District.

    Lining work is in progress in ISLMC Package No. 7 at chainage KM 152.20 in Yerravaram village, Yelamanchili Mandal, Visakhapatnam District.

    Preamble:

    The Polavaram Project is located in Andhra Pradesh on the river Godavari near Polavaram village about 34 KM upstream of Kovvur, Rajahmundry and 42 KM upstream of Sir Arthur Cotton Barrage (Godavari Barrage), where the river emerges out of last range of the Eastern Ghats and enters the plains. The Longitude and latitude of the Project site are 81°39'49'' E and 17°16'53'' N respectively. The Indira Sagar Polavaram Project is contemplated as Multipurpose Project envisaging Irrigation benefits for the upland areas of East Godavari, Visakhapatnam Districts under left canal and West Godavari, Krishna district under Right Canal covering an ayacut of 7.2 lakh acres and generation of 960 MW Hydro Electric Power. In addition to this, under its left canal it envisages Water supply for industries in Visakhapatnam Township and steel plant besides domestic water supply to villages and towns en-route, Diversion of 80 TMC of water through the right canal to Krishna River to augment the supplies of Krishna Basin, indirect benefits such as development of Pisciculture and providing recreation and other benefits besides urbanization.

    Indira Sagar Polavaram Left Main Canal:

    This is one of the components of indira Saga Polavaram Project. It is contemplated to irrigate an ayacut of 4.00 lakh acres of ayacut (out of which 2.5 lakh in East Godavari and 1.5 lakh in Visakhapatnam districts.) in upland areas of East Godavari and Visakhapatnam districts. It would also provide assured water supply to the fast growing harbor city Visakhapatnam on the eastern coast besides domestic water supply to the villages and towns enroute the canal. The water supply canal beyond Kanithi tank is also proposed. It runs for a length of 10.85 KM and empties into the existing Meghadrigedda Reservoir. This will act as a terminal reservoir for Polavaram project left main canal and will serve the water supply needs of Visakhapatnam city and industries in and around the city.

    Objectives:
    1. To create an Irrigation potential of 2.50 lakh acres in East Godavari District and 1.50 lakh acres in Visakhapatnam Districts.
    2. Assured water supply to Visakhapatnam city, steel plant and enroute villages.
    3. Diversion of 23.44 TMC of Godavari Water to Visakhapatnam industrial requirements.
    Cost of project : Rs. 1954.74 Crores.
    Expenditure incurred upto 30.07.2014 : Rs. 1261.992 Crores (for all packages)
    Status of works:
    Works are in progress : so far 57% of works pertains to LMC completed
    Water requirement:
    Proposed utilization by the project (Indira Sagar Left Main Canal) Water supply to Vizag city for drinking purpose : 23.44 TMC ft.
    Left Main Canal irrigation : 99.36 TMC ft.
    Total : 122.80TMC ft.
    Drinking Purpose:

    Owing to the construction of Indira Sagar Project left main canal it is envisaged to provide drinking water to 178 villages enroute the canal in Visakhapatnam District (Village wise ayacut particulars in Visakhapatnam District is enclosed in Annexure A) and 180 villages in East Godavari district. After completion of the Polavaram head works, it is assumed to supply drinking water to the above villages through left main canal and 23.44 TMC of water has been catered for industrial and drinking water purpose to Visakhapatnam district.

    4. Modernization of Sri Varada Narayana Murthy Raiwada Reservoir Project
    Preamble:

    The Modernization of Sri Varada Narayanamurthy Raiwada Reservoir Project was taken up which involves lining of canals in order to improve the carrying capacity of canals so as to supply Irrigation water uninterruptedly to the tail end ayacut. Sri Varada Narayanamurthy Raiwada Reservoir Project is taken up with an estimated cost of Rs.2142 Lakhs. 27% work is completed. Expenditure incurred is Rs.550Lakhs. Due to slow progress, the present agency was terminated. For balance works estimate was prepared for Rs.6006L and submitted to Chief Engineer, North Coast, Visakhapatnam for obtaining Administrative Approval. The revised estimate was returned with remarks and are being attended by the Executive Engineer, Visakhapatnam Division, Visakhapatnam.

    The Modernization of Sri Vechelam Palavelli Konam Reservoir Project was taken up which involves lining of canals in order to improve the carrying capacity of canals so as to supply Irrigation water uninterruptedly to the tail end ayacut. The work consists of lining of high level canal, L.P.Channel, Marlagummi Channel, Sirijam Channel, Mangalapuram left and right side channels and Kandivaram branch channel, Boyapadu branch channel, Pata Singavaram branch channel Appalarajupuram branch channel K.J.Puram branch channel. Sri Vechelam Palavelli Konam Reservoir Project works were taken up with an estimated cost of Rs.963lakhs and At present about 72% of work is completed and an amount of 7.18Crores was incurred and work was stopped from 31/07/2012

    Excavation of 4L(A) minor from Km 0.800 to 4.050 Km, Km 0.30 to 0.800 km and sub minor from Km 0.00 to 1.75 km including construction of CM & CD works, construction of Aqueduct from 365m to 545m under 1L distributory of right main canal of Sri Tenneti Viswanadham Pedderu Reservoir project near Ravipalem(V) in Madugula(M) of Visakhapatnam(Dt).Was accorded Revised Administrative Approval for Rs.6.35 Crs. Vide G.O.Rt.No227 dated 17-5-2014. The Government has instructed to get Clarence from Tribal Sub Plan committee and execute the scheme. After TSP Clearence, work will be taken up after obtaining technical sanction from the competent authority.

    1. The project work was started during the year 2000 and completed the Head works such as Earth Dam (expect in Gorge Portion from 405 Mts to 627 Mts ), Surplus Weir and Head Sluice by 2004.
    2. Construction of additional sluice is proposed at ch. 110mts of Earth Dam so as to facilitate supply of water as and when required to protect the LRR ayacut of 1037 Acres. In terms of the vide G.O. Rt. No.1270, Dt.03:11:2003.
    3. During the execution, the aycutdars have stopped the construction of additional sluice with a plea that the contemplated ayacut would be affected.
    4. The Joint collector Visakhapatnam has constituted a committee.Now final meeting was conducted in the presence of RDO on 30:3:2013 along with other committee members with original project ayacutdars and LRR ayacutdars. The ayacutdars have agreed to construction of additional sluice for LRR ayacutdars and given their consent to the committee members. the report of the committee is submitted to collector vide Revenue Divisional Officer, Narsipatnam RC.No.807/2013/H/ dated 27/4/2013.
    5. The Estimates for the Balance Head works, additional sluice+breach closing and the balance length of canal ie., from km 5.48 to km 6.33 will be incorporated in the Scheme R.E II for an amount of Rs 1389 Lakhs and the same was submitted to the CE/MI/Hyd., vide SE/IC/VSps Lr.No. 238CE dated 7:6:2014 and returned the RE II and instructed to prepare with current SSR15:16 and the same are being attending. The balance works will be completed soon after obtaining approval of R.E II.
    6. Water is being released to the ayacut to an extent of 2200 Acs. since2008. against the contemplated ayacut of 3444 Acs.
    7. Expenditure incurred so far is Rs.821.62 Lakhs

    SI. NOMANDAL NO OF VILLAGES BENIFITED
    1.Anandapuram2
    1. This project was Administratively sanctioned vide G.O.Rt.No.320 dated 03:03: 2005 for Rs. 209.40 Lakhs. Agency for the above work was fixed but local villages did not allowed the agency to start the work even though the total land was acquired and the foreshore land belongs to Government.
    LAND ACQUISITION:

    1. The land plan schedules for the Head works and canals were sent to Revenue authorities in the month of 10/2005 for an extent of 64.05 Acs.Out of 64.05 Acs requisitioned, the private land is 19.5925Acs. An amount of Rs.43.35 Lakhs was deposited to the Revenue Department for payment of Land compensation. Land Acquisition was completed and handed over to the department.
    2. Due to Agitation of Local Ryots , the work could not be grounded by the first agency and the contract was determined and entrusted to the second agency. This agency was also could not ground the work due to the above problem and requested the department to close the contract, the contract was closed and the RE was submitted to the higher authorities.
    3. R&R : An amount of Rs.40.16Lakhs for R&R as per guidelines of G.O.Ms.NO.68 has been worked out and incorporated in the Revised Estimate and submitted to Chief Engineer ,Minor Irrigation, Hyderabad vide Superintending Engineer, Irrigation Circle, Visakhapatnam letter No.404CE, dt. 17/9/2012 for according sanction and implementing R&R.
    4. The Chief Engineer, Minor Irrigation, Hyderabad in turn instructed to resubmit the RE with SSR 2013:14 duly closing the existing Contract as per clause 58 of APDSS.
    5. The contract was closed and the RE was recasted with SSR 2014:15 for Rs. 545.00 Lakhs and submitted to CE/MI/Hyd., vide SE/IC/VSP Lr.No. 4SE dated 03/01/2015. But the agency has not given consent letter and informed that they have incurred heavy expenditure on mobilization and demobilization of labour and machinery as the villagers have obstructed the work .
    6. Balance Works 5.45 Crs. Canals 0.564Crs, LA,R&R and others 1.54Crs, Head Works 3.225Crs.
    e.Gorrigedda Reservoir Project
    1. Gorrigedda Reservoir Project is located near Thummalapalem village of madugula Mandal in Visakhapatnam District.
    2. Gorrigedda Reservoir is intended to irrigate an ayacut of 640 Acres covered in 5 Villages.
    3. Project Works were taken up under TSP Grant in 1988 vide GO Ms No.452, Dated 29:12:1987 for Rs.64 Lakhs and Completed during 2000 and water is being released for 476 Acres since 2001.
    4. Present Status
    5. The Right & Left Head sluices constructed with R R Masonry were damaged due to lack of maintenance and both the canals were silted up at many places due to cyclonic rains.
    6. Administrative approval was accorded for Restoration works of the Project under TSP Grant for Rs.83 Lakhs vide GO Rt No.977, Dated 15:10:2013 and Technical Sanction has been accorded by the Chief Engineer, Minor Irrigation, Hyderabad.
    7. Restoration work has been entrusted to M/s NSPR Constructions Pvt Ltd, Hyd for Rs.59.98 Lakhs vide Agt No.17SE, Dated 23:1:2014.
    8. 87% of work is completed and balance works are in progress.
    9. EOT Sanctioned up to 31:1:2015 and further E.O.T up to 30:7:2015 are Granted.
    10. Expenditure incurred so far is Rs.52 Lakhs.
    11. RE The Estimate for Balance work was incorporated in RE for an amount of Rs 101.80 Lakhs and the same was submitted to the CE/MI/Hyd., vide SE/IC/VSp's Lr.No. 141CE dated 7:4:2015 . The balance works will be completed soon after obtaining approval of R.E
    12. Land Acquisition:

    14. Rs.20.06 Lakhs has been deposited to the Revenue dept. Utilization certificate are to be obtained.
